This PR removes two babel plugins and configs which were conditionally added for specific code paths but are no longer needed. I've checked with @gmmorris and the task_manager config can be removed, and the lodash transformation for the legacy siem plugin is no longer applying to anything, and we wouldn't want it to apply anymore anyway since we share a lodash module now.
