Summary

Original PR ended up slowing down CI quite a bit. This PR reverts the revert and fixes CI issues.

This PR only adds a few changes:

  • Improves the raw performance of getSummaryStatus significantly
  • Removes the "legacy status" that inherited from all plugins. This was unused an expensive.
  • Skips any status updates when the /internal/saved_objects/_migrate endpoint is called
    • This is only used in CI by EsArchiver and results in many unnecessary status updates & processing, slowing down CI.

@spalger Looks like I've been able to shave off about 20m from CI with these changes. It's still about 10m slower than master right now. Would you be ok merging this as-is to unblock other work and I'll come back to improve this further?

Looks like this PR has a backport PR but it still hasn't been merged. Please merge it ASAP to keep the branches relatively in sync.
