@aaronjcaldwell I think you can delete this line kibana/x-pack/test/licensing_plugin/legacy/updates.ts Lines 58 to 60 in ab39ceb to fix licensing tests. I don't think it affects the logic in any way. Elasticsearch doesn't provide expiry_date_in_millis when the test starts the basic license. in the LP tilemap used to add uid during license check, which led to unique SHA hash on every license update. Which is not the case after your changes.

This migrates the legacy
x-pack/tilemaplicensing plugin to the new NPx-pack/maps_legacy_licensingplugin. This logic was greatly simplified by the availability of the newlicensingplugin. With this in place there's no need for the previous server-side logic. Since licensing is now dynamically observable, I also had to make some minor updates tomaps_legacyto allow re-enabling of zoom warning messages.
