Quick note - not 100% sure this is the right decision, but I opted to not include a consumer-facing documentation page for this just yet. AFAICT we have a few services/utilities like this that are fairly technical and that we export publicly but don't have docs for, e.g. this eui/src/services/console/warn_once.ts Line 11 in 5e47b4b This might be something to standardize on more explicitly in EUI+ though 🤔 |

Summary
We've received a request from a consumer (#5835 (comment)) to make this utility a public export. We've been using this utility fairly extensively internally for a while now with no apparent bugs, so I don't see a reason not to.
As always, I recommend following along by commit.
