As part of #76147, we need the
_ilm/migrate_to_data_tiersto always make sure that every index ends up with aTIER_PREFERENCE, and that the cluster'sENFORCE_DEFAULT_TIER_PREFERENCE_SETTINGis set to true.Commit by commit is best, IMHO.
