Revert changes introduced in #29890 that prevented all the artifacts to
be build.

I need to recheck how ci, works, ~180 were green when it was merged.

The packaging is notrunning anymore by default as part of the main pipeline. It only gets run if changes in a particular folder:

I guess, dev-tools/mage/crossbuild.go should be also included in the list or maybe a more generic pattern match with dev-tools/mage/*
