What does this PR do?

Updates the fleet.kibana.path when the Agent receives a policy change action.

Why is it important?

So Agent will use the correct URL to communicate with Kibana.

Building the agent locally on this branch and testing on kibana branch PR elastic/kibana#80540, the path is reflected in the fleet.yml and when the path is updated in kibana, it is reflected. If the path is removed, it also removed in fleet.yml.
