What does this PR do?

Send slack build messages when the branch/tag builds are failing ONLY (failing means a build failure or test failure or even aborted).

It won't send notifications for PRs

Why is it important?

Provide enough context when merge to branches builds are failing.

Btw, we already have a #beats-build channel, could we use this one?

Eventually, my idea was to play a bit with the notifications in a private channel, then once I'm happy with, I'll change it in another PR :)
