This breaks up the compiler packages into a few variants
This updates our build verification logic to handle all the new packages that we've created.
Work around issue that is auto generating our app.config files for our build tasks. This is not consumed by MSBuild hence it's presence is confusing the situation dotnet/arcade#9305
