@jaredpar When merging, don't forget to delete the branch from the repo and also remove it from CI over in https://github.com/dotnet/dotnet-ci/blob/master/data/repolist.txt. |

This merges the Spanish jenkins leg, and all the work to get it passing, back into dev15.7.x.
