error : The NuGetSdkResolver did not resolve this SDK because there was no version specified in the project or global.jsonseen in recent arcade-validation runs. Uses package generated from 17.4.1 version of VS 2022 buildtools installation despite showing MSbuild 17.4.0 version.#11702
