As seen in https://dnceng.visualstudio.com/internal/_build?definitionId=282&_a=summary, there are issues with Xcopy MSBuild 17.4.0 but it's been published to a feed. Since this can't be un-done, and 17.4.1 is available, I will generate a 17.4.1 version of it to unbreak arcade validation's build.
