since which version adding multiple tags to a proposal is possible?

I think since the introduction of the tags, but you can check the CHANGELOG.md file for previous versions to be sure @ab00zar

@tramuntanal thanks. I mixed up the things! are tags the same as categories? if no, is it possible to have multiple categories, too?

In a Proposal, you can set a Hashtag and also a Category (only one).
Categories are participatory space specific, so each participatory process or assembly has it's own categories.
Hashtags are more like Twitter hashtags.

You can also take advantage of scopes and areas (in the organizations' configuration) for categorization purposes.
