Describe the bug

While working on #13127, I was editing the Decidim app from the browser using developer tools (inspect), going from web to mobile view and back again, causes strange extra margin being created (footer and header) in the view.

To Reproduce

1. Login.
2. Head to a component like Processes/meetings.
3. Start to use the developer tools in the browser. Move one class container up or down in the page.
4. Change to mobile view.
5. Then back to browser.
6. See the extra margin created on the footer and header.

Expected behavior

No extra margin should appear in the footer and header of the page.
