Retarget to ns2.0.

TODO here: NoWarn additions should be pragmas. No need to ifdef since we don't ship latest framework build.

Problematic: I removed 2 appdomain sandboxes which were silent PNSEs. This may need a closer look to just throw, or remote through a some other means.

I added it to the compat pack.

If you merge this, I'd like to fix up the NoWarns to be pragmas instead so hold off.

Please take care to understand that AppDomain dependency. I'm not sure what the purpose of the sandbox was. If it was for (obsolete) security then maybe we just throw from these APIs instead. If it was for assembly isolation maybe we introduce AssemblyLoadContext. Removing it was the cheapest way to "try it out and see".
