Resolve #3828

On cometbft startup, duplicate privval request can enter the channel between the time listen begins and a send is attempted.

The duplicate listen request will timeout since there is not another signer connecting, filling logs with errors. A duplicate listen request is undesired.

The automated test failures are interesting. In seda mainnet, the daemon works well with the updates.

Is there any chance the automated tests rely on the availability of a privval listener even when the remote signer is already connected?

validator02 indicates waiting for remote signer "SignerListener: Blocking for connection " but fails 3 second later "send: endpoint connection timed out"

validator02 does not print "SignerListener: Listening for new connection"

validator03 is the only daemon that prints "Listening for new connection"

If the new logic caused validator02 to fail, we expect to see "SignerListener: Connected. Drop Listen Request " to indicate the new logic path was taken, but it is not printed for validator02. Only validator03 has the message.

Is anyone aware if more than one remote signer attempts to connect to the same validator in the e2e test suite?

Is there any reason there needs to be more than one remote signer? The original code appears to attempt to stop listening until the first remote signer stops responding.

Repeated runs of the test locally succeed sometimes but not other times. There is some race condition that seems to only affect tests. Is it because the dialer and the listener share the same mutex on IsConnected()?

Possibly WaitConnection and IsConnected fighting over the mutex for the listener.

WaitConnection calls case se.conn = <-connectionAvailableCh:
which only serviceLoop can fill with the connection

But the connection can only be made after IsConnected is checked, causing the deadlock

Deadlock appears to be fixed by limiting mutex lock to variable assignment only

I had really bad time trying to understand this code. Why do we keep locks for all calls, including calls with waiting involved (like the one fixed), with block read and writes involved?

Anyway, I would really appreciate a test unit producing the reported situation and a fix in the code that specifically addresses the test unit.

@cason Appreciate your review. We agree the structure of this code made it a challenge to isolate and fix the bug.

The locks prevent go from reporting race conditions on asynchronous reads and writes to the same variable in different threads.

We'll try to contribute a unit test and may need to ask for help in creating it.

If we tried to send a request to a peer not present in the switch, a
missing continue statement caused the request to be blackholed in a peer
that was removed and never retried.

While this bug was manifesting, the reactor kept asking for other
blocks that would be stored and never consumed. Added the number of
unconsumed blocks in the math for requesting blocks ahead of current
processing height so eventually there will be no more blocks requested
until the already received ones are consumed.

* p2p: fix false-positive error logging when stopping connections

This changeset fixes two types of false-positive errors occurring during
connection shutdown.

The first occurs when the process invokes FlushStop() or Stop() on a
connection. While the previous behavior did properly wait for the sendRoutine
to finish, it did not notify the recvRoutine that the connection was shutting
down. This would cause the recvRouting to receive and error when reading and
log this error. The changeset fixes this by notifying the recvRoutine that
the connection is shutting down.

The second occurs when the connection is terminated (gracefully) by the other side.
The recvRoutine would get an EOF error during the read, log it, and stop the connection
with an error. The changeset detects EOF and gracefully shuts down the connection.
