Summary
Documentation says specifically that the VPC Endpoint Service is unique in a single region (although it can be accessed via a peered VPC)... This means that the AWS Region should not be part of the PK. I couldn't rule out sharing the service across accounts so the PK is
accountID,ServiceIDandPermissionID
