When the cache directory cannot be created (e.g., due to permission
errors), the error message now properly chains to indicate that cache
initialization failed:
error: Failed to initialize cache at `/.cache/uv`
Caused by: failed to create directory `/.cache/uv`: Permission denied
This adds a new `Init` variant to the cache `Error` type that wraps
the underlying I/O error with context about which cache path failed
to initialize. Also adds a test for this behavior (skipped when
running as root since root bypasses permission checks).
