Task 1 for #26432
Turn feature flag on since there are different parts to this feature. We want to introduce each part separately, to protect the original code in prod.
Additionally, as a part of our launch plan, we are giving pubs/CMPs ~two weeks to test the changes by opting into the experiment, before we fully turn on the experiment.
If flag is on, don't focus on the CMP iframe when it loads, so that document.activeElement will not change.
