Levelup Curve Tuning

The current levelup curve may need to be more generous, especially in light of:

If players can't keep their clearance level up (by leveling up faster, giving more chances to gain clearance) with the items they're finding, the corrupted item system becomes pure RNG rather than informed risk/reward. The curve should let attentive players stay roughly at-pace with the items spawning on their current level.
