Reverts the width change from #77671. The diff markers minimap is a progressive enhancement — a subtle, scrollbar-style visual hint of where changes occur in the document, with click-to-jump as a shortcut. WCAG 2.5.8 (Target Size — Minimum) explicitly excepts targets when "the function can be achieved through a different control on the same page that meets the target size requirement." Every changed block in the document area is reachable through normal scrolling, keyboard navigation, and block selection at full size. The minimap markers are a redundant shortcut layered on top of an already-accessible primary path, which is what the Equivalent exception was written to permit. Replaces the fixed 12px width with max(16px, 1rem). At the default 16px root font size the markers render at 16px wide — sized like a slim scrollbar thumb, in line with the original scrollbar-style indicator intent. I would question whether the alternate navigation mechanisms are technically equivalent, as the scrollbar points are the only navigation mechanism that provides navigation solely of the changes, as opposed to navigating the entire document and providing access to changes.
