Run Lua tests on Github Windows build #6688

Brief summary of issue / Description of requested feature:
Similar to #6687, also run Lua tests on Windows just to catch any issues with loading LuaGlobal
Steps to reproduce the issue / Reasons for adding feature:
- Testing that LuaGlobal always loads on Windows
Error output / Expected result of feature
Same tests that are run on Ubuntu will run on Windows in Github as well
