Summary

Create a new module, linkage/simple_link.py that replicates the functionality of the linkage/link.py module, but uses the new schema defined in models.py for blocking.

Acceptance Criteria

• Implement the link_record_against_mpi function
• Implement the add_person_resource function
• Test cases for the above functions
