The thirtieth Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) was held in Belém, Brazil, from 10 to 21 November 2025. 

COP30 marked ten years since the Paris Agreement and was the first COP ever to take place in the Amazon. 

Against a global backdrop of new geopolitical and economic tensions, it proved to be a pivotal moment for climate diplomacy. Countries were assessed on their updated 2035 Nationally Determined Contributions (NDCs). 

Adaptation was also a central theme, particularly in relation to monitoring progress towards the Global Goal on Adaptation (GGA) and the submission of National Adaptation Plans.

Finance took centre stage as well. The New Collective Quantified Goal, agreed at COP29, set the target of increasing support for developing countries from $100 billion to at least $300 billion annually. The Baku–Belém Roadmap  laid out a pathway to scale up climate finance to at least $1.3 trillion per year by 2035, a goal that was reaffirmed in Belem alongside a commitment to triple adaptation finance by 2035. COP30 initiated a “post-negotiation” phase, identifying concrete mechanisms to scale up public and private capital flows.

For Italy and the European Union, COP30 provided an opportunity to reaffirm climate leadership, supporting an integrated approach across mitigation, adaptation and finance. ECCO closely followed the negotiation process, analysing its implications for national and international policy.
