Ok, I'm going insane. All I want is the up & down arrows for the scrollbar inside my frame to show. That's all.

I've been tweaking the codes for a good solid two hours, and no go. The filter="chroma" isn't working, the ALLOWTRANSPARENCY="true" isn't working, no ideas from anyone have helped so far.
For those of you who want to take a look at my sources to tell me what I should or shouldn't be doing:
