Biden’s Address – Beware the health danger of HARPA – modeled after DARPA

Biden in his address to the Nation, talked about Health Care Research…DARPA… and why we should be concerned.

Informed consent for experiments? Not always what you have been lead to believe. They hawk this proposed agency as:

Federal investment is the fastest, most effective way to de-risk the marketplace. HARPA will disrupt the health technology sector to drive meaningful innovation that will save millions of lives and billions of dollars.

HARPA is modeled after the Defense Advanced Research Projects Agency (DARPA),

…. As part of a proposed $9 billion increase to the National Institutes of Health, the Biden administration has earmarked $6.5 billion to create the Advanced Research Projects Agency-Health.

Under the DARPA model, research projects would not be vetted by peer reviewers, but instead, funding decisions would be made by program managers. And instead of multiyear grants, the agency would disburse awards as milestone-driven payments; program managers could also cancel projects that they decide aren’t panning out.

Before we get to the gist of the dangers of this agency creation and its program managers and for those who have concern about the COVID vaccines let me give a refresher on “Informed Consent” and the Cures Act.

The Cures Act was passed in the tail end of 2016 under Obama. Today I focus on Section 3023, 3024 regarding Informed Consent and why you should care. No longer is the Gold Standard of “Informed Consent” required if there are “no more of minimal risks to participants.” And who decides this? A previous post:

Human research subject protections

The 21st Century Cures Act calls on the Secretary of Health and Human Services to harmonize differences between the HHS Human Subject Regulations and FDA Human Subject Regulations. In so doing, the Secretary may change rules applying to vulnerable populations in order “to reduce regulatory duplication and unnecessary delays” and “modernize such provisions in the context of multisite and cooperative research projects.” – Wikipedia,

The Cures Act introduces the possibility of waiving or altering informed consent for some FDA-governed research. This decision could mark a major step in the required harmonization of regulations; the rules around waivers of informed consent are some of the significant differences between FDA and Common Rule requirements.

The law sets two requirements for waiving or altering informed consent:

  1. The research must pose no more than minimal risk to participants; and
  2. Other measures to protect study volunteers must be in place.

The bill does not specify who will confirm decisions about minimal risk or appropriate safeguards, but the requirements seem consistent with determinations that IRBs already make.

Worse, the bill undermines informed consent, as discussed before. The provision is still there that would add another category of research for which it is acceptable to forego informed consent. Normally, it is only acceptable to skip informed consent when it is not feasible or it is contrary to the best interests of the subject.

Add to that now that it would be acceptable to forego informed consent when “the proposed clinical testing poses no more than minimal risk to the human subject and includes appropriate safeguards to protect the rights, safety, and welfare of the human subject.”

As Merrill Goozner put it and agreed, even if the risk is minimal, why would the authors of this legislation waive a central tenet of international agreements designed to protect the rights of human subjects in clinical trials? I didn’t understand either (and still don’t), particularly since the act doesn’t define “minimal risk” or specify who determines whether a study is minimal risk

Worth a good look. Our lives may depend on it. An excellent review of the bill and the ramifications.

Now that we know where we are, let’s see where we have been:

Let’s take a look how the so called research projects went under Obama since we have the same cast of characters roaming around the White House. This research was conducted by Lisa Jackson, EPA administrator.

A federal judge decided to shut down the lawsuit rather than the government’s human experimentation program.

To Judge Trenga, however, the important thing apparently was to nitpick to death the effort to stop the experiments with a narrow reading of the federal rules of civil procedure.

Judge Trenga determined that the EPA’s decision to endanger the lives of its study subjects, including inducing them to sign a fraudulent consent form, did not constitute a “final agency action” under the Administrative Procedures Act. Judge Trenga also determined, as the American Tradition Institute was not being harmed by the experiments, it didn’t have standing to pursue the case. Now the story:

The suit accuses the EPA of paying as many as 41 participants $12 an hour to breathe in concentrated diesel exhaust, for as long a two hours at a time. The exhaust was directly piped in from a truck parked outside the Chapel Hill facility. According to the lawsuit, the fine particulate matter, called “PM2.5,” was piped in at levels 21 times greater than what the EPA calls its “permissible limit.”

Milloy added some historic perspective to the mix. “In the context of rules established after scientific horrors of World War II and the Tuskegee syphilis experiments, the notion that EPA would pipe high levels of PM2.5 and diesel exhaust into the lungs of unhealthy people to see what would happen is simply appalling,” he said in a press release announcing the lawsuit.

“Unhealthy” is an accurate assessment. The 41 subjects who took part in the experiment included people who were elderly or suffering from asthma, hypertension or metabolic syndrome. One of them, an obese 58-year-old woman with a history of health problems and family history of heart disease, experienced an irregular heartbeat (atrial fibrillation) and had to be hospitalized as a result. Another subject developed an elevated heart rate.

Then again, the study subjects really weren’t “asked” to risk their lives, since the EPA researchers failed — and, in fact, refused — to warn them that PM2.5 could kill them. At the very least, exposing study subjects to a dangerous and deadly toxin without their consent is also known as “assault and battery.”

Given that the EPA long ago determined that any exposure to PM2.5 could cause death (as well as a host of other serious health consequences) within hours or days of inhalation, the experiments are fundamentally illegal. Federal regulations and the Nuremberg Code strictly prohibit scientists from treating human subjects like expendable guinea pigs. In the experiment in question, the study subjects were asked to risk their very lives for $12 per hour.

The American Tradition Institute sued the EPA in October to stop an ongoing experiment in which the agency was exposing elderly study subjects (up to 75 years of age) to concentrated levels of a deadly (according to EPA) air pollutant known as PM2.5 (soot or dust much smaller than the width of a human hair).

The lawsuit claimed the experiments were illegal in that they blatantly violated virtually every major standard developed since World War II for the protection of human study subjects used in scientific experiments.
The EPA engaged in disturbing experimentation that deliberately exposed human beings to airborne particulate matter the agency itself considers lethal. The experiments were conducted at EPA’s Human Studies Facility at the University of North Carolina in Chapel Hill. “That EPA administrator Lisa Jackson permitted this heinous experimentation to occur under her watch shocks the conscience,” said Milloy.

Obama orders Behavioral experiments on U.S. Citizens

President Obama announced a new executive order on Tuesday which authorizes federal agencies to conduct behavioral experiments on U.S. citizens in order to advance government initiatives.

“A growing body of evidence demonstrates that behavioral science insights — research findings from fields such as behavioral economics and psychology about how people make decisions and act on them — can be used to design government policies to better serve the American people,” reads the executive order, released on Tuesday.

The initiative draws on research from University of Chicago economist Richard Thaler and Harvard law school professor Cass Sunstein, who was also dubbed Obama’s regulatory czar. The two behavioral scientists argued in their 2008 book “Nudge” that government policies can be designed in a way that “nudges” citizens towards certain behaviors and choices.

The desired choices almost always advance the goals of the federal government, though they are often couched as ways to cut overall program spending.

Jade Helm – Is this how the elites will wage war in America?

To be honest, I have been paying small attention to the “Jade Helm” controversy that has been the concern of many micro bloggers. What with all of the scandals, a city aflame, a Congress out of control there just was little time.But when I caught Zero Hedge run a very well thought out post with a clip of activity in Fort Lauderdale, it made it to the front of the line. I encourage everyone to slide over and read the whole thing.

In the meantime, here is a taste of the post.

A late night military exercise conducted in a highly populated urban area of Florida has many residents wondering if there were intentions beyond the training aspect of the operation.

Federal crisis exercises have a strange historical tendency to suddenly coincide with very real crisis events. We may know very little about Jade Helm beyond government admissions, claims and misdirection. But at the very least, we know what “JADE” is an acronym for: Joint Assistance for Deployment and Execution, a program designed to create action and deployment plans using computer models meant to speed up reaction times for military planners during a “crisis scenario.” It is linked with another program called ACOA (Adaptive Course of Action), the basis of which is essentially the use of past mission successes and computer models to plan future missions. Both are products of theDefense Advanced Research Projects Agency (DARPA).

As far as I know, no one has presented any hard evidence as to what “HELM” really stands for, but the JADE portion of the exercise explicitly focuses on rapid force deployment planning in crisis situations, according to the government white paper linked above. This fact alone brings into question statements by the Department of Defense that Jade Helm is nothing more than a training program to prepare military units for “foreign deployment.” This is clearly a lie if Jade Helm revolves around crisis events (which denotes domestic threats), rather than foreign operations.

Of course, if you also consider the reality that special operations forces ALWAYS train like they fight and train in environments similar to where they will fight, the entire notion of Jade Helm as a preparation for foreign theaters sounds absurd. If special operations forces are going to fight in Iraq, Iran or Syria, they go to training grounds in places like Kuwait. If they are training in places like Fort Lauderdale, Florida (including “infiltration training”), then there is no way around the fact that they are practicing to fight somewhere exactly like Fort Lauderdale with a similar culture and population.

I would further note that Jade Helm exercises are also joint exercises with domestic agencies like the FBI and the DEA.  Again, why include domestic law enforcement agencies in a military exercise merely meant to prepare troops for foreign operations?  I often hear the argument that the military would never go along with such a program, but people who take this rather presumptive position do not understand crisis psychology.  In the event of a national catastrophe many military personnel and government employees may determine that they will do what is “best for them and their families”.  And if following orders guarantees the security of their families (food security, shelter, etc), then they may very well follow any order, no matter how dubious.  Also, a large scale crisis could be used as a rationale for martial law; otherwise well meaning military men and women could be convinced that the loss of constitutional freedoms might be for the “greater good of the greater number”.  I believe some military will indeed resist such efforts, but of course, Jade Helm may also be a method for vetting such uncooperative people before any live operation occurs.

DARPA and the development of the self-guided bullet

Here is the next nasty fellow that is coming down the pipeline. If we can hold on to the “secret” it could be a game changer. Here we go:

DARPA has done the “almost” impossible and created something that we’ve only seen in the movies.

This year, DARPA has successfully tested its self-guided, mid-flight-changing .50 cal. projectile. DARPA’s “Extreme Accuracy Tasked Ordinance” (EXACTO) project is tasked with “developing more accurate military artillery that will enable greater firing range, minimize the time required to engage with targets, and also help reduce missed shots that can give away the troops’ location.”

It seems that the projectile operates in the same manner as laser-guided bombs used in the GWOT. A few months ago, DARPA successfully tested the .50 cal. bullet at a distance of 1.2 miles. The projectile uses optical sensors in its nose to gather in-flight information and internal electronic systems that control the projectile’s fins—which most likely deploy in-flight, as they cannot be seen from the EXACTO photos.

DARPA’s Extreme Accuracy Tasked Ordnance (EXACTO) program recently conducted the first successful live-fire tests demonstrating in-flight guidance of .50-caliber bullets. This video shows EXACTO rounds maneuvering in flight to hit targets that are offset from where the sniper rifle is initially aimed. EXACTO’s specially designed ammunition and real-time optical guidance system help track and direct projectiles to their targets by compensating for weather, wind, target movement and other factors that could impede successful aim.

Google Executive promoting the idea of microchipping

Google’s executive gives away just what the company has in mind for the future. This is the same company who works hand in glove with the Obama regime.

Below is a video of  DARPA director and Google Executive Regina Dugan promoting the idea of microchipping humans.

Ask yourself, what if this becomes a requirement for authentication and identification? To withdraw money or go to the grocery store? Would you do it?

These microchips would be implanted under the skin, and allow the wearer’s movements to be tracked and store personal information about them. This kind of reminds us of George Orwell’s “Big Brother” police state doesn’t it?

According to a report drawn up by a team of academics for (then) Britain’s Information Commissioner Richard Thomas in 2006, within the next couple of years our almost every movement, purchase and communication could be monitored by a complex network of interlinking surveillance technologies (if it isn’t already). (2) This isn’t about safety and national security, it’s about controlling the human population even more so than it is today. We live in the illusion of freedom where our potential as a human race to create something better is not wanted. We spend our entire lives working and acquiring little pieces of paper to gather the necessities we need, and in doing so we become blind to what is really happening on, to, and around our planet. Many people are starting to wake up and realize a lot of the so called threats we face and have been facing are largely manufactured and fabricated in order to justify a specific agenda, agendas that deal with the black budget world

Move the video up to about 5 minute mark first., The beginning will become more clear how perverse these folks are afterward.

And speaking of George Soros, here is Eric Schmidt saying this about George Soros. “My view of Mr. Soros is that he is one of the most important people in the world today in terms of the impact he has had”.

 

WildCat – the latest four legged robot

How would you like this bad boy headed your way? The latest in technology. The solders of the future.

Boston Dynamics has just updated its YouTube channel with some new videos. One of them is an update on Atlas. Another is an update on LS3. And the third is this: WildCat, a totally new quadruped robot based on Cheetah, and out of nowhere, there’s this video of it bounding and galloping around outdoors, untethered, at up to 25 km/h (16 mph). Whoa.

Flying Humvees coming soon via the Transformer Project

This story has been  out there that it was in development, but it looks like it is closer than we thought. They are talking 2015. At only about $200,000 each, it looks like it’s a winner. I must say, it will take a bit of courage to lift off in this vehicle. A new guy toy. I wonder if we will ever be able to fly it around town. No doubt something like this for the public in the coming century.

The Transformer project, or TX, from DARPA has been moving forward in its development stages pretty steadily.The Transformer project is not about everyday vehicles changing into giant sentient robots with lasers, this is about a Humvee being able to travel on land and air. So basically, it’s the flying car that many have dreamed about, but with rockets or chain guns.

The Transformer project has a lot of different scenarios for usage. One of the more unique ones, though, is the ability for the Humvee to work as a medical transport, with the ability to fly out of a dangerous situation at the drop of a hat. That means wounded soldiers on the ground, as long as they are near the Transformer, won’t have to wait for an incoming helicopter to evacuate.

A few more details about the driving and flying vehicle have emerged as well. For example, the Transformer will be able to move at a speed of about 65 mph, while it’s driving around. However, while it’s in the air, it will be able to reach speeds of 150 mph. The design calls for lightweight anti-blast armor, as well as ballistic-proof windows installed throughout. And, as you can imagine, the Transformer will indeed be outfitted with heavy weapons for defense, as well as offensive maneuvers.

But, the real motivator for the Transformer to take shape, and actually find its way to the battlefield, is the supposed cost. According to DARPA, the Transformer will only cost around $203,000 to construct
