00:00 - that’s literally the whole point... the districts are heavily controlled and restricted and have to rely on capitol controlled imports of any supplies not related to their resource. so they can’t become self sufficient and rebel. the inefficiency is manufactured on purpose.The Hunger Games has some of the actual worst worldbuilding in fiction.
