Big news from the White House. States with clear, innovation-friendly AI laws will now be better positioned to receive federal support. This could reshape the map for AI investment and research. 🧵

By Vetoing SB 1047, Governor @GavinNewsom helped the AI research community avoid a crisis.
Here's our plan to stop another SB 1047 from happening: federal pre-emption for research and publishing. 🧵

A strong step forward for AI! The @HouseCommerce reconciliation text includes a 10-year moratorium on state-level AI regulation. We strongly support this provision, which will safeguard American innovation in AI.
The language prevents states from enforcing new laws regulating AI
Incredibly exciting AI language in the @HouseCommerce budget reconciliation text. Includes provisions to modernize government and a moratorium on state-level AI legislation, preventing US innovators from being crushed under an avalanche of regulation.
Funding to take away your freedom to use, research, and build AI is fierce. But reality is on our side.
If you can help us match even one tenth of their budget, we WILL win. At one hundredth, we have a chance.

Now at our Capitol Hill event @aftfuture board chair @perrymetzger explains that we need federal preemption of AI to keep groundbreaking research on life-saving technologies going.
The greatest flaw in SB 1047 was its liability provisions. It tried to label AI researchers as criminals whenever someone used a derivative model, or a model modified up to an absurdly high threshold, in combination with other software.
American competitiveness is slipping away as we speak.
If AI becomes more suppressed in America than China, then AI will be more advanced in China than America. We won't let that happen.
Fundraising in China for AI Startups is picking up.
Some massive rounds in the last 30 days:
Moonshot AI - $1B Series B to be the OpenAI of China
Unitree Robotics - $1B Series B for robots
Min1Max - $600M Series B for multimodal models
Zelos - $100M Series A for autonomous
A bipartisan consensus has formed around evidence-based AI policy: dealing with practical harms while rejecting science fiction and speculation. We are asking congress to take the clearest step in this direction: REBUTTABLE PRESUMPTION LIABILITY.
Like @AndrewYNg laid out, we believe liability should be resolved the American way: the person who commits the crime is responsible. It's the same way we regulate cars, electricity, virtually all software, and most things we use in our live.
