California Gov. @GavinNewsom either hasn't read the state constitution or doesn't understand it: he has no power to do impose a book on a local school district, much less to fine that district for its refusal to follow his lead.

The Temecula school board rejected the adoption of a widely used social studies curriculum—forcing students to use an out-of-print textbook that doesn’t meet requirements & breaks the law. If the school board won’t do its job, then CA will get kids the textbooks they need.
