I asked a bilingual friend about Carney and PPs French skills. She said Carney's French wasn't great, but was noticely better in just 2 weeks, and it was clear his comprehension was fine.
And despite PPs French-sounding (current) name, he isn't fluent and makes plenty of mistakes
