Yes, this should have been a flag for targeting in #TEXvsASU. It meets all of the criteria of targeting (Rule 9-1-4).
When officiating the line of scrimmage, general philosophy is not to be overly technical and split hairs over very minor infractions (such as a receiver's hand slightly breaking the LOS). However, when an infraction is so egregious and obvious, a flag has to be thrown.
Kadarius
Even though Chris Boswell is a kicker by position, on this fake field goal attempt, he is a passer. A defender cannot hit the passer forcibly in the head or neck area. IMO this should have been a 15 yard penalty for roughing in #PITvsCLE.
The hit to Josh Allen on this slide was late and he was clearly down. Although the contact wasn't severe, Allen protected himself by sliding at the correct time.
This warranted a flag from my view.

Even though Joe Haden did have a hand on the receiver prior to the ball being there, he should not have been penalized for Pass Interference on this play. This contact did not effect the receiver and is not severe enough to warrant a flag.

I would’ve liked to see this as a no-call. Neither player gains an advantage and both appear equally guilty of engaging in contact while the ball is in the air.

Certain infractions are easier to see from the field-level, but from the angles that I've seen of the field goal in #PITvsGB:
Unless the @steelers were lined up in the neutral zone, the players move simultaneously with the snap which would mean no foul.
Player-safety rules can put defenders in a difficult position where they have to adjust in nanoseconds. This play in #ARIvsBUF is a good example of a defender adjusting to not hit a defenseless player and should not have been flagged.
Horse Collar Penalties
If the quarterback is in the pocket, there cannot be a penalty for a horse collar tackle. However, once he leaves the pocket, he is offered that protection.

Regarding the end of #PITvsBAL, Minkah Fitzpatrick is making a play on the ball so the contact to the receiver is not a foul. Any incidental contact by an opponent’s hands, arms, or body when both players are competing for the ball isn't a penalty.
