"Recount" means to count something a second time. The ballots had already been counted.

The Associated Press ‘calling’ states early has not much to do with voter fraud, and more to do with a basic understanding of voter demographics.
California for example votes so heavily for the Democrats that counting every vote is simply not needed to figure out the result.
