The complex then starts offering staff assistance during the building works instead. That's the duty in action, adapting as circumstances change.

Then building work starts. Routes around the complex change as a result. The original tour is now useless, and assistance dog users can't navigate safely.

A sports complex changes its ‘no dogs’ policy to allow assistance dogs, a positive step. They also offer guide dog users an orientation tour of the complex so they can find their way around.
