    Yes, @VitalikButerin this is an approach we have in play using 'verifiable credentials' partnering with @NextIDsg for OpenCerts (Education) & HealthCerts (Covid tests) hopefully with both @ethereum & @Zilliqa hosting open verifiers. Adding the insurance component is a great idea!
