    UN's basic rule of peacekeeping: no neighbors (and no parties) to a conflict due to their inherent bias. #Russia has pushed for years to insert its peacekeepers into #NagornoKarabakh. Previous leaders of #Armenia opposed this, as did/do leaders of #Azerbaijan.

    Absolutely. No peacekeepers should ever be provided by a neighbor of or party to a conflict. We #MinskGroup Co-Chairs also agreed no Co-Chair country should provide peacekeepers for the #NK conflict, either.

    #Azerbaijan and #Armenia should prepare to move #NagornoKarabakh conflict beyond military phase & back to serious negotiations. War is the continuation of politics by other means. Hence, all wars end at the negotiating table, not on the battlefield.
