Keep in mind, in Trump's first term the FBI seemed to do all they could to undermine trump's Presidency. The FBI used false documents to go to court and get subpoenas that were not warranted. He doesn't trust them, and they have given him ample opportunity to not trust them.

He came to the car with a gun in his right hand, the driver could see that. He then lowered it out of the driver's sight and switched hands, right to left. When he raised his right hand again, I think it was fair for the driver to assume it was still the gun hand coming up. I
