Strategic Plan

The South Central Transit Authority (SCTA) is the organization responsible for the management, administration, and planning functions for the Red Rose Transit Authority (RRTA) in Lancaster County and Berks Area Reading Transportation Authority (BARTA) in Berks County. SCTA is currently developing a Strategic Plan that will serve as a blueprint to guide us in aligning our resources, strengthening our organization, and delivering excellent customer service for years to come.

Before the formation of SCTA in 2014 there were two plans, BARTA’s 2009 Strategic Plan and RRTA’s 2008 Long Range Public Transportation Plan, that served as strategic documents guiding BARTA and RRTA respectively. Now functioning as a single consolidated entity, the purpose of this PennDOT funded effort is to create the first Strategic Plan for SCTA to guide the entirety of the Authority as it is doing business as SCTA, BARTA, and RRTA.

SCTA is interested in your input to help us continue to provide excellent transit service in your community. This input will help us identify key goals as we develop our Strategic Plan.
