I visited Cebu a few times over the past 10 years as a tourist from the USA. I've never felt unsafe in the city. If you want to take pictures, just bring a simple point and shoot camera or use your phone. I wouldn't really recommend taking a DSLR camera with you as that can attract attention. Make sure you keep your wallet deep inside your pocket and preferably in the front pockets. Also, don't wear anything that'll scream "I'm a tourist". As with any city, just mind your own businesses, be aware of your surroundings, and you'll be fine.

Cebu is an awesome city. It has lots to offer and the people are some of the friendliest people you will ever meet.

You can get robbed or have your stuff stolen even in a hotel. There are lots of people who don't care about making the place safe. Just another government who don't give an f. And the floods are terrible in some areas.
