ToR: Logistics and event management for an energy transition event (MGET)

The Metropolis Secretariat General is launching a call for tenders to identify a qualified professional event management company to oversee the full logistical, technical, and operational organisation of an upcoming two-day event expected to take place in October 2026 in Dakar, Senegal. The event, a professional fair on the theme of Energy Efficiency, is expected to welcome over 200 participants, and will mark the end of the Metropolitan Governance Energy Transition Project (MGET), a 3-year project led by Metropolis in partnership with the City of Dakar and supported by the European Union.

The selected service provider will be responsible for securing and managing the event venue, designing and implementing the spatial layout (including exhibition stands and plenary areas), and ensuring all technical requirements (sound, lighting, equipment, and connectivity) are met. The assignment also includes comprehensive operational management of participants and exhibitors, coordination of the event programme, and implementation of communication activities and materials as defined by Metropolis. In addition, the provider will ensure overall coordination, including timeline planning, stakeholder engagement, and subcontractor management, while guaranteeing full compliance with administrative procedures, safety standards, and risk management protocols. The objective is to deliver a seamless, professional, and high-quality event aligned with Metropolis guidelines.

ToR: Technical Assistance MGET

The Metropolis General Secretariat is issuing a call for tenders for technical assistance to support the implementation of the Metropolitan Governance Energy Transition Project (MGET).

The MGET project, led by Metropolis in partnership with the City of Dakar and supported by the European Union, is entering a regional phase aimed at building on these lessons learned and supporting five metropolitan areas and coastal cities in West Africa through a structured process of joint assessment and project development for energy initiatives.

The project will be awarded to a single vendor to ensure methodological consistency and continuity between the diagnostic and financial structuring phases.

The aim is to establish a common methodological framework to ensure that projects are presented in a consistent and comparable manner at the regional level. In addition to the standardized regional portfolio, the contractor must develop a concise format for presenting projects (pitch deck).

As part of the Metropolitan Governance of the Energy Transition (MGET) project, Metropolis is looking for a training institution or team of consultants with proven experience in creating e-learning programs to design and implement three professional-quality MOOCs (Massive Open Online Courses) to train and educate French-speaking academics, students, public sector workers and energy professionals on the subjects of renewable energy, energy efficiency, and eco-construction.

The training modules should be created in French and incorporate case studies and contextualized examples from Senegal and West Africa.

The contents should be structured in modules and progressive sequences, and use a participatory, interactive, and asynchronous approach.

Senior Urban Governance Advisor to the Metropolis Technical Assistance program

The Metropolis Technical Assistance program will pilot an operational mechanism providing tailored urban governance support to cities and metropolitan territories members of Metropolis.

We are looking for a senior urban governance advisor that will be integrated in this program to provide the following services:

Drafting a methodology of intervention defining the approach, tools, and process of support
Developing a catalogue of transferable practices based on successful cases from Catalonia and partner cities
Contribute to the preparation of the two forthcoming calls for participation
Participate in the selection committee
Providing technical advice and political guidance to selected cities
Participating in knowledge-exchange actions and technical meetings
Producing monitoring, evaluation, and dissemination reports
