Cognitive Intelligence (“COGINT”) is a new, original term, used in Defensive Hybrid Intelligence. It does not appear in existing intelligence doctrine, academic literature, or private sector risk management frameworks.
COGINT is defined as the lawful identification, collection, fusion, and interpretation of information and activities directed at influencing, manipulating, degrading, or otherwise shaping cognition, perception, judgment, or decision making, at the individual, group, institutional, or societal level. It is the structured transformation of cognitive domain observations into analytically valid and legally defensible assessments that support risk management and decision making in a hybrid environment.
It includes the structured assessment of how adversarial actors shape perceptions, beliefs, emotional states, sensemaking processes, and decision pathways through informational, psychological, technological, or behavioural vectors. Within this discipline, the cognitive domain is treated as an operational environment.
From a legal standpoint, COGINT requires that all collection and processing activities comply with constitutional protections, data protection regimes, human rights obligations, and the principles of necessity and proportionality. Evidence derived from COGINT operations must meet standards of procedural integrity, including proper chain of custody, transparency of analytic methods, and reliability of underlying data. The discipline incorporates evidentiary safeguards designed to ensure that analytical conclusions about cognitive manipulation, such as attribution, intent, mechanism, and impact, are grounded, and are legally defensible.
COGINT involves the establishment of analytically valid causal linkages between an identified actor’s behaviour and its cognitive effects on the targets, with attention to thresholds of proof appropriate to intelligence, regulatory, or judicial proceedings.
Legal and supervisory frameworks increasingly require that entities understand not only technical vulnerabilities, but also the human elements that contribute to misconduct, errors, security breaches, systemic and resilience failures, and governance breakdowns. They evolve toward a more holistic conception of operational resilience, and make cognitive and behavioral indicators important components of the risk and compliance architecture.
Indicators are defined as the behavioural, technical, informational, contextual, or environmental signals that reasonably suggest the presence, emergence, or progression of a hostile activity, intention, or effect. Indicators are the initial evidentiary fragments collected. Analysts will examine them to detect patterns of influence, coercion, deception, destabilization, or subversion.
Indicators have three characteristics:
a. Relevance. They have a logical relationship to a potential threat, tactic, or cognitive effect.
b. Attribution value. They may contribute to the possibility of adversarial action.
c. Admissibility. When collected, they must be preserved with proper procedure, chain of custody integrity, and evidentiary transparency to allow downstream scrutiny by oversight bodies or judicial or regulatory mechanisms.
Indicators are not conclusions. They are observable signals from which conclusions may eventually be drawn through fusion and interpretation.
Example: Fake employer indicator. There are observable cognitive and behavioural shifts in an employee following engagement by a possibly fictitious or misrepresented employer, recruiter, research institution, think tank, or project sponsor, engineered to elevate the individual’s self perception and salary expectations, and to lead him comply with requests.
These shifts in behaviour are recognized through changes in what the employee reports, says, or believes (“They said I’m uniquely qualified. Maybe I should bypass the usual process to share my portfolio of accomplishments.”). These are typically identified through supervisor observations, insider lawful risk monitoring, peer reporting, and legal technical and behavioural analysis.
The trigger: Engagement by the fake employer.
The observable output: Cognitive and behavioural shifts.
The purposeful manipulation: Elevated self perception, lowered vigilance.
The hybrid vector: Actors posing as employers do one or more of the following: Send via email more information with malicious attachments (job descriptions, NDAs, fake tests), send links to websites, request direct file uploads (“send work samples”).
In COGINT, we collect indicators from:
a. Externally generated cognitive pressure. It is any deliberate or incidental cognitive pressure and influence originating outside the organization that is capable of altering, degrading, or manipulating how individuals or groups perceive information, assess risk, form judgments, or make operational decisions.
Deliberate cognitive pressure may arise from state actors, state sponsored actors, criminal groups, competitors, and hybrid adversaries operating through digital, informational, psychological, and sociopolitical channels.
Incidental cognitive pressure is the pressure and influence that affects an organisation without being intentionally directed at it by an adversary. It arises from external events, narratives, or conditions that shape how leaders, analysts, and employees perceive risk, make decisions, or allocate resources.
Incidental pressure can arise from media narratives, public debates, political tensions, regulatory uncertainty, market volatility, economic stress, social trends, and online discussions.
Incidental pressure is not orchestrated, but it still distorts perception and consumes cognitive bandwidth. In DHI, recognising incidental pressure is essential because it leads to vulnerabilities, sometimes as harmful as intentional influence.
In legal and governance terms, such cognitive pressures can materially impact an organization’s compliance obligations, fiduciary duties, operational resilience, crisis management capacity, and the integrity of its strategic and day to day decision making processes. They do not cause technical disruption. Rather, they modify the cognitive environment in which decisions are made, producing outcomes that may be irrational, coerced, uninformed, or misinformed.
These pressures impair judgment when they cause individuals to form conclusions inconsistent with the available evidence or contrary to established internal procedures and regulatory standards. They distort situational awareness when they affect an individual’s or a team’s ability to accurately perceive threats, vulnerabilities, or operational realities, thereby undermining the effectiveness of risk assessments and decision making.
We always collect indicators associated with hostile information operations, malign foreign interference, targeted manipulation, cognitive exploitation, and hybrid or irregular campaigns designed to influence, coerce, deceive, destabilize, or subvert personnel, leadership, or organizational units.
We also collect indicators associated with incidental cognitive pressure, including unintended external influences such as media driven narratives, public anxiety cycles, regulatory uncertainty, market fluctuations, and broader societal dynamics.
Case Study
A foreign threat actor launches a coordinated hybrid influence operation targeting the employees and leadership of a national energy grid operator. The campaign includes the leak of falsified internal documents, forged emails, and then social media narratives claiming that years of negligence will render the grid unstable. As a result, the grid operator decides to investigate thoroughly the claims, to provide evidence of action, and diverts resources, alters standard operating procedures, and delays or cancels critical maintenance or developments until there is a clear picture of what has happened.
The board and the executives, having access to the same disinformation, make decisions under pressure. There is no substantial technical challenge, the impairment occurs purely at the cognitive and behavioral level, induced by an external hybrid campaign. (In a more sophisticated hybrid campaign, technical disruption attempts and deviations from normal will also be engineered to reinforce the cognitive pressure.)
This is a very simple example of externally generated cognitive pressure (without parallel pressure channels to the board and the executives coming from concerned regulators, data protection authorities and planted insiders confirming the narrative). A threat actor manipulates public and internal perceptions to cause fear, attack reputation and confidence, degrade judgment, distort situational awareness, undermine operational stability, and compromise decision making integrity without breaching any system.
b. Internal human driven risks.
For internal human driven risks, indicators are observable, measurable, or inferable data that lawfully provide insights into behavior or decision making, without intruding into private mental states or engaging in prohibited psychological assessment. These indicators are not direct cognitive data. They include lawfully accessible behaviour, conduct, communication patterns, contextual reactions, and decision making outputs from which certain cognitive or behavioral tendencies may be revealed or inferred, always subject to stringent tests of necessity, proportionality, and legitimacy of purpose.
Examples of such indicators include observable deviations from established behavioral baselines, anomalous patterns, inconsistencies in procedural compliance, unusual communication behavior, susceptibility to known social engineering triggers, or contextual decision making errors. None of these indicators constitute the collection of private thoughts. They involve the observation of behavioral outputs, which are legally and operationally distinct from cognitive intrusions.
In the use of indicators, we must comply with prohibitions against unlawful psychological profiling, and intrusive monitoring practices. By relying on indicators, COGINT remains within the boundaries set by data protection law, employment law, and fundamental rights protections. Organizations do not access a person's cognitive processes. They access the externally visible traces of behavior that may have compliance relevance.
The term collecting indicators does not imply collecting cognition itself. It is the lawful acquisition of external data points that, when interpreted under a structured and documented methodology, may reveal patterns relevant to insider threats.
Increasingly, regulatory frameworks across multiple jurisdictions ask boards of directors and senior management to maintain demonstrable situational awareness of human driven risks.
In critical infrastructure, defense industries, and high security environments, COGINT can play an important role in assessing insider threats, foreign interference risks, and behavioral vectors associated with espionage, sabotage, or coercion.
Corporate governance frameworks must incorporate COGINT within the organization’s formal control environment and board level oversight. Legal departments must establish the permissible boundaries of behavioral monitoring.
As artificial intelligence and machine learning technologies advance, the sophistication of COGINT methodologies will continue to increase, enabling more granular insights into human decision making processes. Organizations must evolve in parallel, and integrate behavioral science in risk management. COGINT requires careful legal interpretation, strategic oversight, and operational deployment, to serve the legitimate interests of the organization while fully respecting human rights.
The assertion that “there is nothing we can do in the cognitive domain.”
A hybrid stress test is very important for the cognitive domain.
If the Board conducts a hybrid stress test before a hybrid attack occurs, it evaluates in advance and under controlled, legally compliant conditions the full sequence of pressures that an adversary could impose during an actual hybrid campaign. Such a stress test allows directors to follow the phased progression of a hybrid attack, including technical intrusion, supply chain disruption, information environment manipulation, and the cognitive pressures generated by ambiguity, conflicting signals, and adversarial deception.
This forward-looking approach has two critical effects.
a. It transforms cognitive pressure from an abstract risk into a testable and understood risk. By documenting how uncertainty, misleading narratives, and adversarial framing influence the Board’s judgment, the stress test produces evidence based insights into human factor resilience, governance blind spots, and the potential for degraded decision quality.
b. It enables the design of targeted mitigations, like revised escalation protocols, improved information validation pathways, decision support structures, crisis communication safeguards, and pre authorised authority reallocations, that reduce the organization’s susceptibility to manipulation, coercion, or paralysis during an actual incident.
Hybrid stress testing strengthens fiduciary oversight and anticipatory preparedness. It allows the Board to understand how hybrid adversaries weaponize uncertainty, narrative asymmetry, and cognitive overload, and ensures that leadership decisions during a real attack are both defensible and aligned with regulatory expectations of due diligence and proportionality.
Without a hybrid stress test, the Board is forced into reactive governance. Decisions are made under uncertainty, leading to possible breaches of fiduciary duties, failures in oversight, and delays in recognizing the external nature of the cognitive manipulation. Boards may misclassify the problem as internal incompetence or misconduct. Reactions lead to misallocation of resources, and decision making paralysis.
We are discussing Cognitive Intelligence (COGINT) in the collection phase of Defensive Hybrid Intelligence (DHI). COGINT outputs acquire legal, operational, and strategic significance only through the next steps, fusion, interpretation, and decision, as we will see later.

Understanding cognition
In psychology, human cognition is the internal mental processes by which a human acquires, organizes, stores, processes, and uses information. It includes perception, attention, memory, reasoning, judgment, problem solving, and metacognition, through which information is transformed into knowledge, intentions, and actionable decisions. Cognition includes both conscious and non conscious mechanisms, and operates across affective, sensory, linguistic, symbolic, and executive domains.
We will explain these terms below.
Perception is the cognitive process through which sensory input, including visual, auditory, tactile (what we feel or touch), olfactory (hat we smell), and contextual signals, is selected, organized, and interpreted to form a coherent representation of the environment. It includes both bottom up sensory processing, and top down interpretation influenced by expectations, memory, and prior knowledge.
In bottom up processing, perception starts with information coming from the senses. It is based on the raw input from what we see, hear, touch, smell.
In top down processing, perception is shaped by what the brain already knows (expectations, memories, experience, beliefs). It is guided by expectations, and influenced by prior knowledge.
Example: We see a vague shape in the dark and, based on experience, we interpret it as a person, even before the sensory data is clear. Memory, context, and expectations are influencing what we think we see.
This matters for COGINT and hybrid intelligence. People do not perceive the world as it is, they perceive it as their brain interprets it. Expectations, biases, and memories can change what a person believes they saw or heard.
This makes perception vulnerable to manipulation in hybrid threat environments. In law, this explains errors in eyewitness testimony, risk evaluation, negligence, and foreseeability.
Perception vulnerabilities arise from the cognitive, cultural, and institutional mechanisms through which reality is interpreted, contextualized, and rendered meaningful.
Techniques used to exploit perception include:
a) Framing and reframing. Instead of falsifying facts, hybrid campaigns change the frame around facts. They relabel actions (defense vs aggression), and shift moral interpretation (victim vs perpetrator). For the same event, they build a different perceived reality.
b) Narrative substitution. When facts are inconvenient, hybrid actors introduce a more emotionally satisfying story, use conspiratorial or simplistic explanations, and offer “hidden truth” narratives. Many people prefer coherent stories over complex realities.
c) Trust erosion and inversion. Hybrid campaigns systematically undermine trust, elevate alternative truths and truth authorities, and create false equivalence (“we know that everyone lies”). If no source is credible, perception becomes self referential.
d) Context stripping. Facts are removed from historical context, legal frameworks, and technical constraints. This creates misattribution of intent, oversimplified blame, and false clarity.
e) Identity based perception shaping. Messages are tailored to national identity, professional identity (experts vs elites), cultural differences, pride, and fear. Perception often aligns with who people think they are, not with evidence.
Organisations must perform narrative risk assessments, narrative stress tests, and they must add perception indicators in crisis dashboards.
Hybrid campaigns exploit perception vulnerabilities by controlling frames, narratives, and trust, so reality is not denied, but reinterpreted in ways that paralyze judgment and coordination.
Attention is the cognitive mechanism that allocates mental resources to selected stimuli, tasks, or thoughts while inhibiting irrelevant information. It includes:
- Selective attention (focusing on relevant information).
- Sustained attention (maintaining focus over time).
- Divided attention (managing multiple tasks).
Attention is foundational to reasonable conduct. Courts and regulators consider whether a person or organization exercised due attentiveness, ignored obvious risks, was distracted or overloaded, and implemented adequate attention supporting systems (training, supervision).
Hybrid campaigns exploit attention vulnerabilities by deliberately manipulating how individuals, organizations, and societies notice, process, and prioritize information. The objective is not persuasion in the classical sense, but cognitive overload, misdirection, and erosion of trust.
Attention vulnerabilities arise from structural and human limits in how we process information. These include limited cognitive bandwidth (we cannot process everything), heuristics and biases (we rely on shortcuts), and emotional triggers (fear, outrage, identity).
Hybrid actors treat attention as a contested domain, just like cyber, economic, or kinetic domains.
Core mechanisms used in hybrid campaigns include:
a) Saturation and overload. Hybrid campaigns flood the information space with half truths, contradictory narratives, and repetitive low quality content. Audiences disengage or react emotionally, because analytical processing needs so much effort.
b) Emotional hijacking. Hybrid actors exploit fear (security threats, economic collapse), anger (corruption, injustice), and identity (national, religious, professional, ideological).
Emotion captures attention faster than facts, and bypasses rational filtering. People share before verifying, and react before reflecting.
c) Agenda manipulation (attention steering). Instead of defending a false claim, hybrid campaigns shift focus to side controversies, and introduce scandals. What people talk about matters more than what is true.
d) Fragmentation of perception. Different narratives are tailored to different communities, different platforms, and different professional groups. This creates parallel realities.
e) Exploitation of algorithmic incentives. They optimize content for virality and outrage.
Hybrid campaigns also exploit institutional attention gaps. Regulators focus on compliance. Cyber teams focus on systems. Legal teams focus on legality. Boards focus on KPIs. This creates blind spots.
Hybrid campaigns succeed because they do not require persuasion, only disruption. They are cheap and scalable. They exploit open societies’ transparency, and weaponize democratic freedoms. Attention becomes a critical vulnerability multiplier across cyber, legal, economic, and social domains.
In Defensive Hybrid Intelligence, attention is treated as a finite resource, a critical asset, and a domain requiring governance. This leads to cognitive risk assessments, cognitive stress tests, and Board level awareness of perception risks.
In very simple words, hybrid campaigns exploit attention vulnerabilities by overwhelming, fragmenting, and emotionally hijacking human and institutional focus, so decisions fail not because information is false, but because attention is misdirected.
Memory is the set of cognitive processes involved in encoding, storing, maintaining, and retrieving information.
Hybrid campaigns exploit memory vulnerabilities by shaping what is remembered, forgotten, or misremembered, at the individual, organizational, and societal level. The goal is not only to influence current judgment, but to rewrite the reference points that future decisions will rely on.
Memory vulnerabilities arise because memory is reconstructive (not archival), emotionally biased, context dependent, and socially reinforced. Hybrid actors exploit the fact that memory is edited every time it is recalled.
Core techniques used in hybrid campaigns include:
a) Repetition and familiarity effects. False or misleading narratives are repeated until they feel familiar, are recalled faster than corrections, and become “common knowledge.” Familiarity substitutes for truth.
b) Emotional encoding. Events tied to fear, humiliation, pride, and outrage, are encoded more strongly in memory. Hybrid campaigns deliberately incorporate emotions in narratives, so they persist longer and resist correction.
c) Selective forgetting (memory suppression). Hybrid actors use narrative turnover, and inconvenient facts disappear from public memory. Forgetting is engineered.
d) False memory construction. Hybrid actors introduce narratives. People come to remember events they never experienced, and occurred differently. Memory becomes socially negotiated, not individually verified.
e) Historical reframing and revisionism. Hybrid campaigns reinterpret past events, and reassign blame or heroism. This reshapes identity, legitimacy, and preferences.
Reasoning is the cognitive process by which individuals draw inferences, evaluate evidence, compare alternatives, and derive conclusions from available information. It includes deductive, inductive, causal, and probabilistic reasoning.
Deductive reasoning draws conclusions that must be true, if the underlying assumptions are true and the logic is sound.
For hybrid risk actors, deductive reasoning produces conclusions that are derived from accepted assumptions, making it dependent on the accuracy of those assumptions.
Exploitation of deductive reasoning. Hybrid actors poison starting assumptions, introduce seemingly logical but false facts, and use legal or technical language to create false certainty. If the starting assumptions are wrong, perfect logic produces wrong conclusions.
Inductive reasoning is a form of reasoning in which general conclusions are drawn from specific observations, making the conclusions likely, but not certain. The direction is from the specific to the general.
Example: Several recent cyber incidents exploited third party providers. Inductive reasoning: Third party risk is increasing.
Exploitation of inductive reasoning. Hybrid actors flood the environment with selective examples, and amplify outliers to appear as trends. They suppress counterexamples. People infer false patterns and overgeneralize from biased samples.
Causal reasoning seeks to identify cause and effect relationships, explaining why an outcome occurs. The question to be answered is, what produced this effect?
Example: Reduced patching frequency led to unmitigated vulnerabilities, which enabled the breach.
Exploitation of causal reasoning. Hybrid actors create plausible but false explanations, and exploit correlation confusion. They fragment causal chains across domains (cyber, legal, economic). Decision makers misidentify causes and apply ineffective responses.
Probabilistic reasoning evaluates conclusions in terms of likelihood and uncertainty, using statistical or subjective probabilities.
Exploitation of probabilistic reasoning. Hybrid actors inflate or minimize perceived risk, use false precision (“90% certain”) without evidence, and exploit poor statistical literacy.
Hybrid campaigns often combine reasoning attacks. Narrative shortcuts replace analysis. False dilemmas constrain choices. Time pressure forces heuristic decisions. Reasoning collapses under cognitive load.
Metacognition is the ability to recognize, assess, and correct our own cognitive processes. It includes monitoring our own perception, memory, and reasoning, recognizing cognitive limits, and evaluating the reliability of conclusions.
Metacognition is the second order cognitive capacity that enables a person or institution to observe, evaluate, and regulate its own thinking processes. First order cognition is thinking, judging, deciding. Second order cognition (metacognition) is thinking about how one thinks, judges, and decides.
Metacognition requires time and cognitive effort. It is impaired by stress, fatigue, emotion, and overload. It declines under pressure and urgency. Hybrid actors exploit these limits.
Hybrid actors create artificial urgency through breaking news, window of opportunity framing, crisis countdowns, and leaks timed to decision deadlines. Reflection is replaced by reaction.
Hybrid actors create cognitive overload. Information is deliberately excessive, contradictory, rapidly changing, and noisy. When cognition is full, metacognition collapses.
Hybrid actors create emotional responses. They attach narratives to fear, anger, moral outrage, identity threat. Emotion narrows cognitive focus and suppresses error checking.
Hybrid actors mimic authority and legitimacy. Messages are delivered via experts, pseudo institutions, leaked documents, in a legal or technical language. Metacognitive checks are outsourced, as people think: “If they are authoritative, I don’t need to verify.”
Hybrid actors create narrative closure. They provide simple explanations, define clear villains, offer moral certainty, and coherent stories. The mind stops questioning once a story feels complete. Uncertainty (the trigger for metacognition) is eliminated.
The domains.
1. Affective domain. It governs how emotions, moods, and value judgments influence thinking. It assigns importance and urgency, shapes motivation and risk perception, and influences memory encoding and recall.
Example: Fear amplifies perceived threat.
2. Sensory domain. It processes information received through the senses and body. It filters and prioritizes incoming stimuli, and influences credibility through visual and auditory cues.
Example: Images and sounds often override abstract data in forming judgments.
3. Linguistic domain. It structures cognition through language, terminology, framing, and discourse. It shapes interpretation and categorization, and enables abstraction and communication.
Example: The difference between risk and vulnerability changes policy conclusions.
4. Symbolic domain. It enables thinking through signs, models, numbers, and cultural symbols. It allows compression of complexity, and supports ideology, law, and systems thinking.
Example: Flags.
5. Executive domain. It governs attention, planning, and decision making. It coordinates cognitive resources, regulates impulses and biases, and enables metacognition and self correction.
Cognition emerges from continuous interaction among these domains.
Cognition and the law
In law, cognition is the mental ability to perceive, understand, and process information sufficiently to form intentions, appreciate consequences, make decisions, and conform behavior to legal or regulatory standards. It includes the capacity for comprehension, deliberation, memory, reasoning, and judgment, as recognized by courts and legal frameworks.
1. Cognitive capacity (competence, mental ability). Legal systems require a minimal cognitive ability for entering contracts, giving informed consent, standing trial, understanding rights and obligations, and complying with regulations.
2. Cognition in Mens Rea. (Mens = mind, rea = guilty or criminal. Mens Rea = guilty mind.) Criminal law distinguishes types of mental states, like purpose (conscious intention), knowledge, recklessness (conscious disregard of risk), negligence (failure to perceive a risk one should have perceived).
The ability to know a fact, the ability to foresee consequences, the ability to recognize and evaluate risks, and the ability to choose a course of action based on evaluation, are based in cognition.
3. Cognition in civil law. Tort law asks whether a reasonable person would have perceived the risk, understood the danger, acted differently.
This embeds cognition into negligence standards, professional duty of care, organizational liability when cognitive systems (training, oversight, risk analysis) fail.
4. Cognition in regulatory compliance. In EU and U.S. regulatory frameworks, cognition appears under concepts such as “ability to understand risks”, “informed decision making”, “competence and due diligence” in corporate governance, and “awareness and understanding of compliance obligations.”
Regulators increasingly expect organizations to train staff to achieve minimum cognitive competence in risk perception, prevent cognitive failures that create systemic vulnerabilities, and mitigate cognitive manipulation attacks like social engineering.
5. Cognition and testimony. Courts assess whether cognitive processes of perception, encoding, memory, and recall, are reliable. Cognitive distortions or manipulations affect admissibility and weight of evidence.
6. Cognition in hybrid risk. The law recognizes cognitive aspects in areas such as undue influence operations, foreign interference, psychological manipulation, information warfare, threat perception, and decision making failures at the organizational level.
COGINT example: False information operations, and manufactured reality.
Training use: It will be integrated in the COGINT training modules.
Structured discussion: It will be used as a facilitated discussion case.
Board level awareness. Focus on strategic implications. Discuss how manufactured realities affect governance, reputation, and decision making.
In the modern information landscape, where perception can be shaped at machine speed, and digital channels form the primary interface between states, institutions, and the public, false information operations have become a critical threat vector. These are coordinated efforts to spread falsified, distorted, or misleading content in order to achieve political, strategic, economic, or ideological objectives.
False information operations (FIOs) are technically distinct from disinformation. Disinformation involves the knowing dissemination of falsehoods. FIOs are organized campaigns that utilize false content in a deliberate and structured covert manner. They often form a component of broader hybrid operations, and are typically executed by state actors, state proxies, or aligned non state actors. What distinguishes FIOs is their use of strategic deception at scale, amplified by digital technologies, data analytics, artificial intelligence, and psychological profiling.
The goal of FIOs is not always the straightforward imposition of a false narrative. They seek to disorient, confuse, and divide. They aim to erode public trust in democratic institutions, weaken societal cohesion, provoke irrational decision making, and exploit legal or normative asymmetries between societies. FIOs target the cognitive domain, our sense of what is real and what is true, weaponizing the information architecture that underpins legal systems, political accountability, and institutional legitimacy.
