MLB Ejections 148-150 - Phil Cuzzi (SF-COL Fight)

HP Umpire Phil Cuzzi ejected Rockies pitcher Kyle Freeland, Giants SS Willy Adames, and Giants 3B Matt Chapman (fighting after Rafael Devers HR) in the top of the 1st inning of the #Giants-#Rockies game. With none out and one on, Giants batter Devers hit a 0-2 sweeper from Rockies pitcher Freeland for a two-run home run. During Devers' trot, Freeland yelled at and walked off the mound to approach Devers, apparently upset Devers stood to admire his hit, resulting in a benches-clearing incident. At the time of the ejections, the Giants were leading, 2-0. The Giants ultimately won the contest, 7-4.

MLB Ejection 103 - Phil Cuzzi (2; Ryan O'Hearn)

3B Umpire Phil Cuzzi ejected Orioles 1B Ryan O'Hearn (check swing strike three call) in the top of the 9th inning of the #Orioles-#Guardians game. With none out and none on, Orioles batter O'Hearn attempted to check his swing on a 1-2 slider from Guardians pitcher Hunter Gaddis, ruled a ball by HP Umpire Dan Bellino and called a swinging strike on appeal by 3B Umpire Cuzzi. At the time of the ejection, the Guardians were leading, 10-5. The Guardians ultimately won the contest, 10-5.

With one out and one on, Brewers batter Contreras took a 0-1 fastball from Reds pitcher Emilio Pagán for a called second strike before grounding into a double play. Replays indicate the pitch was located over the outer half of home plate and at the hollow of the knee (px 0.35, pz 1.76 [sz_bot 1.78 / RAD 1.66]), the call was correct.* At the time of the ejection, the Reds were leading, 4-3. Rays Run Out of Mound Visits, What Happens Now?

The Rays were forced to replace pitcher Jason Adam in the 9th inning when pitching coach Kyle Snyder tried making a mound visit when the team had already exhausted its four-visit limit, after Red Sox manager Alex Cora argued the umpires' initial decision, which appeared to allow the pitcher to remain in the game.

The call went to Replay Review as a crew chief-initiated rules check, and upon review Crew Chief Phil Cuzzi ordered Rays manager Kevin Cash replace Adam with Erasmo Ramírez, who had been warning in the bullpen during the extended replay delay.

Turns out Tampa Bay didn't even need Adam after all, as Ramírez enduced a game-ending groundout on the very first batter he faced, after Adams had gotten the Rays into trouble, with a walk and single to put the tying run on base.

As for the rule, the confusion dates back prior to the beginning of the 2024 season, when MLB issued a press release stating, "Mound visits will be reduced from five per game to four, and an extra mound visit will still be awarded for the ninth inning if the defensive team has zero remaining at the end of the eighth inning."

Turns out...the press release was wrong, or at the very least misleading.

Official Baseball Rule 5.10(m)(4) states, "A manager or coach who crosses the foul line on their way to the mound after their team has exhausted its mound visits must make a pitching change, unless the pitcher has not pitched to a minimum of three consecutive batters [in such case, the pitcher will be replaced after the third batter]," which conflicts with MLB's prior statement about an "extra" mound visit.

Replays indicate that despite HP Umpire Alex Tosi's warning that the Rays had already used their allotted four mound visits, coach Snyder nonetheless crossed the foul line with the intent of speaking with his struggling pitcher, meaning Tampa's pitcher had to be replaced...and because no one was warming in the bullpen at the time, had umpires immediately ordered the pitching change, Snyder would have been ejected for delay of game ("In circumstances in which a team is forced to make an unintended pitching change by operation of this Rule, and there is no relief pitcher warming up in the bullpen, the manager or coach who violated the Rule by exceeding his team’s allotted number of mound visits shall be subject to ejection from the game" [OBR 5.10[m][4]]).

Because Ramírez was warming up in the bullpen when the pitching change was finally ordered, there was no ejection.

It turns out the extra mound visit after eight innings does exist in the rulebook under OBR 5.10(m)(3), but it only applies to catchers in very specific circumstances: "Cross Up in Signs. In the event a team has exhausted its allotment of mound visits in a game (or extra inning) and the home plate umpire determines that the catcher and pitcher did not have a shared understanding of the location or type of pitch that had been signaled by the catcher (otherwise referred to as a “cross up”), the home plate umpire may, upon request of the catcher, allow the catcher to make a brief mound visit."

That makes this confusion a real cross up in rules communication. | Video as follows:

HP Umpire Phil Cuzzi ejected Reds RF Will Benson (strike three call; QOCY) in the top of the 8th inning of the #Cardinals-#Reds game. With two out and one on, Reds batter Benson took a 2-2 fastball from Cardinals pitcher Jacob Barnes for a called third strike. Replays indicate the pitch was located over the heart of home plate and at the hollow of the knee (px -0.12, pz 1.69 [sz_bot 1.81 / RAD 1.69]), the call was correct.* At the time of the ejection, the Reds were leading, 19-2. The Reds ultimately won the contest, 19-2.

Replays indicate the pitch was located over the heart of home plate and above the midpoint (px 0.24, pz 3.63 [sz_top 3.38 / RAD 3.50 / MOE 3.58]), the call was incorrect.* At the time of the ejection, the Orioles were leading, 7-3. MLB Ejection 017 - Phil Cuzzi (1; Max Scherzer)

1B Umpire Phil Cuzzi ejected Mets pitcher Max Scherzer (failed illegal substance check; repeat failure) in the 4th inning of the #Mets-#Dodgers game. While performing his MLB-mandated foreign substance inspection in the 3rd inning, 1B Umpire Cuzzi instructed Scherzer to clean his hands. When Cuzzi inspected Scherzer's hands in the 4th inning, Scherzer's hand was deemed to still be violative of the rules; Scherzer was thus ejected for violating the league's illegal substance policy, the call was irrecusable.* At the time of the ejection, the game was tied, 0-0. The Mets ultimately won the contest, 5-3.

Watching 1B Umpire Wills on a Wild Throw to 1st Base

When Replay Review upheld HP Umpire Phil Cuzzi's ruling that a Reds wild throw at first base remained on the playing field, it gave us a chance to take a closer look at 1B Umpire Ryan Wills officiating the backend of this play with Cubs batter-runner Christopher Morel sliding back into first base after making an initial attempt toward second.

Wills adjusts his position by moving toward first base and preparing for a potential tag play on the runner's dive back into the base, properly declaring the runner safe on the untimely tag.

This Teachable Moment illustrates the importance of remaining with one's responsibilities (Wills has the batter-runner) while allowing your crewmate to take other elements of the play that may need to be officiated (Cuzzi takes the boundary call near the dugout).

Teachable - Cuzzi Uses the Force Tag at 2nd

In this Teachable, we spotlight 2B Umpire Phil Cuzzi, who attains a keyhole angle to officiate a mid-baseline tag play when Yankees fielder Anthony Rizzo lunges to tag Rays baserunner Randy Arozarena between first and second base.

This is both a force and tag play, and as the ground ball from batter Isaac Paredes is hit toward Rizzo, Cuzzi adjusts his position to prepare for a multitude of possibilities, including a potential throw to second base, throw to first base, or—as occurred here—a tag attempt on baserunner R1 Arozarena. Upon observing Arozarena's stop, Cuzzi stops as well to preserve the optimal angle he has cultivated.

Cuzzi's out call was challenged by Rays manager Kevin Cash and affirmed by Replay Review.

MLB Ejections 117-118 - Phil Cuzzi (1-2; Garcia, Kapler)

1B Umpire Phil Cuzzi ejected Giants pitcher Jarlin Garcia and manager Gabe Kapler (Unsportsmanlike-NEC) after the top of the 6th inning of the #Dodgers-#Giants game. With two out and none on, Dodgers batter James Outman took a 1-2 fastball from Giants pitcher Garcia for a called third strike by HP Umpire Dan Bellino. Replays indicate that following the strikeout, Garcia made a gesture directed at the Dodgers; Cuzzi ejected Kapler for arguing Garcia's ejection, the call was irrecusable. At the time of the ejection, the Dodgers were leading, 4-2. The Dodgers ultimately won the contest, 5-3.

Bat of Castellanos - Removal vs Ejection Criteria

After Reds batter Nick Castellanos hit a grand slam in Cincinnati, Cardinals manager Mike Shildt asked HP Umpire Cory Blaser and crew to inspect the bat, hoping for a finding of illegal alteration and an automatic out (plus ejection). Instead, umpires simply removed the bat from the game. What's the rule?

Official Baseball Rule 3.02(b): Two rules potentially govern this play. The first is OBR 3.02(b) regarding cupped bats and states, "An indentation in the end of the bat up to 1¼ inches in depth is permitted and may be no wider than two inches and no less than one inch in diameter. The indentation must be curved with no foreign substance added."

Official Baseball Rule 6.03(a)(5): This rule regarding illegal bats states that a batter is out and ejected from the game, while no advancement on the bases will be allowed, if the batter "uses or attempts to use a bat that, in the umpire’s judgment, has been altered or tampered with in such a way to improve the distance factor or cause an unusual reaction on the baseball. This includes bats that are filled, flat-surfaced, nailed, hollowed, grooved or covered with a substance such as paraffin, wax, etc."

Analysis: Castellanos' bat appeared to have a chip in it along its cupped end, bringing it into violation of 3.02(b)'s depth rule. The only question is whether the umpires judged that Cincinnati had deliberately altered or tampered with the bat to cause that to happen—and furthermore—with the goal of improving its performance and gaining an unfair advantage.

Conclusion: After consultation with Replay Review for a rules check, Crew Chief Phil Cuzzi simply ordered the bat removed from the game, but did not eject Castellanos or declare any outs on the play because the umpires' judgment did not deem a deliberate attempt to tamper with the bat to create an unfair advantage.

MLB Ejection 082 - Phil Cuzzi (2; Hector Santiago)

HP Umpire Phil Cuzzi ejected Mariners pitcher Hector Santiago (foreign substance) in the bottom of the 5th inning of the #Mariners-#WhiteSox game. With one out and two on, Santiago walked White Sox batter Luis Gonzalez, after which manager Scott Servais made a pitching change. As Santiago walked off the field, pursuant to MLB's circa 6/21/21 foreign substance enforcement protocols, the umpires inspected, amongst others, Santiago's hat and glove, with the umpires locating an illegal substance on Santiago's glove, Cuzzi ejecting Santiago pursuant to Official Baseball Rule 6.02(c) regarding foreign substances. At the time of the ejection, the game was tied, 1-1. The Mariners ultimately won the contest, 3-2.

Game of Millimeters & Cuzzi's Cubs-Cardinals Fair Ball

When Cardinals third baseman Nolan Arenado picked up Cubs batter Nico Hoerner's slowly hit ground ball near the foul line in St Louis Saturday, HP Umpire Phil Cuzzi's subsequent fair ball call drew strong reactions from both rivalry fanbases with Chicago convinced the umpire had gotten the call correct and St Louis just as adamant that the umpire had erred by not calling the ball foul. What truly did happen?

Play: With two out in the top of the 9th of a game which St Louis led 2-1, Cubs batter Nico Hoerner hit a 1-1 curveball from Cardinals pitcher Alex Reyes on the ground toward third base. Cardinals third baseman Nolan Arenado picked up the baseball as it rolled along the foul line, believing he had retrieved the ball in foul territory.

Call: HP Umpire Phil Cuzzi, however, ruled the ball fair, deeming that Arenado touched the ball as it was on or over fair territory.

Rules Review: As is critical to objective analysis, we again begin with the relevant Official Baseball Rules, namely the definition of terms: "A FAIR BALL is a batted ball that...while on or over fair territory touches the person of an umpire or player" while "FAIR TERRITORY is that part of the playing field within, and including the first base and third base lines, from home base to the bottom of the playing field fence and perpendicularly upwards. All foul lines are in fair territory."

Analysis
: Next up is a discussion of the orbital nature of a baseball: it is a sphere and, given the aforementioned definitions for fair ball and fair territory, a ball need not actually contact the ground in fair territory while being touched by a fielder in front of first or third base for it to be deemed fair ("on or over"). 

Sidebar: Had this been a first contact by the batted ball in the outfield, it would need to make contact with the left/right field foul line or within those lines to be deemed fair [a recent MLB Umpire Manual interpretation add-on regarding batted balls in the outfield clarifies this to be the case for outfield hits, but not for infield hits]).

Accordingly, we have a parallax problem because this does not necessarily involve a ball touching painted line on the ground, but a portion of the ball breaking a plane nary inches off of the ground.

In our 2018 video regarding parallax in baseball and hockey, we simulated the difficulty in accurately assessing a ball (or puck)'s location when said object was not entirely flush with the ground and the camera angle provided was not positioned directly down the line used for fair/foul consideration.

The age-old question, then, of whether Cuzzi's call was correct or not may never be known: Cubs fans on Twitter think Cuzzi got it right, Cardinals fans think Cuzzi got it wrong, and neither side has definitive video proof to support their conjecture—especially with pitcher Reyes' leg blocking out the moment of truth on a key replay angle. In other words, this ruling truly is the "call stands" of fair/foul decisions.

MLB Ejection 010 - Phil Cuzzi (1; Bud Black)

HP Umpire Phil Cuzzi ejected Rockies Manager Bud Black (strike two call; QOCY) in the top of the 3rd inning of the #Rockies-#Dodgers game. With one out and one on (R1), Rockies batter Garrett Hampson took a 0-1 sinker from Dodgers pitcher Dustin May for a called second strike. Replays indicate the pitch was located over the inner half of home plate and at the hollow of the knee (px -0.51, pz 1.36 [sz_bot 1.51 / RAD 1.39 / MOE 1.30]) and all other pitches during the at-bat were properly officiated, the call was correct.* At the time of the ejection, the Dodgers were leading, 2-0. The Dodgers ultimately won the contest, 4-2.
