Motability Scheme WAVs
What is the Motability Scheme?
The Motability Scheme is a UK-wide programme that allows people with a qualifying mobility allowance to lease a brand-new or nearly new wheelchair accessible vehicle (WAV). The lease includes insurance, servicing, repairs, MOTs and breakdown cover in one all-inclusive package.
Who Qualifies for the Motability Scheme?
To join the Motability Scheme, you must be receiving a qualifying mobility allowance and have at least 12 months remaining on your award.
Qualifying mobility allowances include:
- Enhanced rate mobility part of Personal Independence Payment (PIP)
- Higher rate mobility part of Disability Living Allowance (DLA)
- Enhanced rate mobility part of Adult Disability Payment (Scotland)
- Higher rate mobility component of Child Disability Payment (Scotland)
- War Pensioners’ Mobility Supplement (WPMS)
- Armed Forces Independence Payment (AFIP)
If you have a child aged three or older who receives a qualifying mobility allowance, you can apply for a WAV on their behalf. You can also make an application if you receive a qualifying allowance but don’t drive and nominate three other people as your drivers.

As well as your monthly payment to the Motability Scheme, you will have to pay an Advance Payment (AP) which is a one-off, upfront payment made directly to us. Due to a WAV’s specialised conversion, the AP for a wheelchair accessible car can be slightly higher than the AP for a standard car.
If the Advance Payment of your chosen WAV is outwith your budget, you may be entitled to financial help to cover the cost of your AP, or for additional adaptations you need, through the Motability Foundation’s WAV Grant Programme.

The Difference Between a New and Nearly New WAV Lease
You have two options when it comes to leasing a wheelchair accessible vehicle through the Motability Scheme. You can lease a new WAV or nearly new WAV. Both of these options benefit from the Scheme’s all-inclusive package covering insurance, MOTs, servicing, breakdowns and repairs. However, there are some key differences.

Swap your higher rate mobility allowance for the wheelchair accessible vehicle, Upfront/ Drive-From wheelchair WAV or Internal Transfer WAV that will best suit your needs.
- Five-year lease length
- An annual mileage allowance of 20,000 miles (10,000 miles a year for orders placed on or after 1st July 2026)
- The vehicle will be brand new
Nearly New WAV
Swap your higher rate mobility allowance for a nearly new wheelchair accessible vehicle, Upfront/ Drive-From wheelchair WAV or Internal Transfer WAV that will best suit your needs.
- Three-year lease length
- An annual mileage allowance of 20,000 miles (10,000 miles a year for orders placed on or after 1st July 2026)
- The vehicle will be less than four years old

Q. What is the difference between DLA and PIP?
Changes were made to the way people with disabilities claim benefits from the government. The current Disability Living Allowance (DLA) has been replaced with the new Personal Independence Payment (PIP).
What is PIP?
PIP is a benefit provided by the government for people with disabilities. The benefit is not means-tested or taxable and can be used to pay for things such as wheelchair accessible vehicles, to help people with disabilities lead more independent lives. PIP will be made up of two parts – a daily living component and a mobility component. Both of these will have two rates of payment – standard or enhanced.
Who is affected?
The changes affected all people aged 16 to 64 who receive DLA. Under the new system all claimants have to reapply for PIP. The Department for Work and Pensions (DWP) wrote to affected DLA claimants between August 2013 and Spring 2016 to advise when DLA payments were due to end. Claimants then needed to apply for PIP.
Even those who have indefinite or lifetime DLA awards were subject to the changeover.
Is there anyone not affected?
The following groups were not affected by the changes:
- Children, who were then receiving DLA will continue to do so until they reach the age of 16.
- People then aged 65 and over, who already received DLA, will continue to do so.
- People who then received the War Pensioners’ Mobility Supplement will be unaffected.
Do I need to do anything?
No, all affected people will have been contacted by the Department for Work and Pensions who will have provided them with information about the new PIP application and assessment process. Claimants do not need to take any action until they have been contacted.
