problem in wordpress website speed optimization

I am facing a problem for my wordpress website that is built for the people of south africa to check details guide about there sassa status check.
I have optimize the core web vital of the website using best plugins like Wp rocket and perfmatter but when i check it through page speed insigh it shows 100% but i also shows failed in mobile as shown in image. Can anyone tell me why it happened.
