Ok, I’ve found out the issue. mod_pagespeed strips all <link rel=”preload” as=”style”> tags and replaces them with early hints headers.

To stop this, I had to set:

ModPagespeedPreserveSubresourceHints On
ModPagespeedCssPreserveURLs On
