An update please.
Just want to add on what I just found.
When I disable page caching in WP-Optimize caching plugin the problem goes away.
I have also found the problem to be more often experienced in Safari browsers, much lessor in Chrome, Edge and even Firefox. This is intermittent (making it harder to say exactly when it happens) but to replicate it from Chrome I had to use incognito, log onto website, I then get it in Dollar, then I select a product, add to cart, then WPML identifies my country by ID, and seems to remember me throughout the journey. Even after clearing my cache I cannot always get it back to dollar (which is perfectly fine). I had to download Firefox to replicate it again. First time user, sees Dollar, click add to cart, changes to ZAR (plugin waits for this action before changing), but Safari, completely inconsistent. I couldn’t identify a pattern.
Once I disabled Page Cache, it works perfectly.
