The FlippingBook plugin is used to embed existing FlippingBook publications into WordPress pages. It is not a standalone tool that will create publications by itself. Creating FlippingBooks with our software is indeed a paid service. If you are interested, then visit us at flippingbook.com

The exact procedure to install the plug-in is described here: https://flippingbook.com/help/online/installation-of-flippingbook-wordpress-plugin
If you installed the plug in, it should show up in your dashboard. I have added a screenshot showing exactly where.
You then have to activate the plug in (screenshot). And all you then have to do is copy the Embed code from your publication on FlippingBook Cloud and paste it in the WordPress page.
