@shameemreza, the issue is related to the stripe plugin, I’ve got the same issue on 6.4 and after disabling the stripe plugin I’m able to access admin dashboard.

Yeah, it’s working if I select “Skip Media”
I checked plugin log, there is just at the end error that script can’t copy one image because it doesn’t exist, can that cause script to stop.

I did enter those lines in configurations, restarted apache but I got the same thing, stuck at 15%.
This is only thing I could find in logs
