Yes, seems that way. Turns out it was also the source of what was breaking our PayPal links, which also looked fine in source but malfunctioned on the live site. Been pulling my hair out over that, too. Two birds, one stone, as they say.

Found it. A plug-in called SMALL CAPS which had not seemingly caused a problem before all of a sudden was acting on file links, although I had not seen it do that until the last 48 hours. Deactivated now. Apparently although the plug-in does not alter the db it does change the downstream output so it breaks file links for some filename conventions.
