You can already use consent mode if you implement your consent solution through GTM and then fire your tags based on consent. However, not all consent solutions have a GTM tag that supports this.
Is this the use case you have in mind or do you need something else?

I have looked at different Consent Management Platforms and as you can see most allow you to implement the consent popup including Consent Mode through a GTM template: https://support.google.com/analytics/answer/9976101?hl=en
In this use-case there is no need to change anything in GTM Kit.
If for some reason you need to load the consent popup outside of Google Tag Manager, the consent mode must be initialized before Google Tag Manager loads. This could be done by the popup or by GTM Kit.
Which CMP are you using and do you need to load the popup outside of Google Tag Manager?

There are several solutions but as you know they are costly for people living in some countries like Turkey.
I think GTM Kit is the best plugin for Google Tag Manager integration for WordPress Woocommerce.
I’ve never seen a plugin developer respond as quickly to support questions as you do. Thank you again and again.
I will try and implement basic support for default settings that can be used by custom cookie popup solutions.
