It’s hard to say what might cause that without seeing the error on your site.
The first thing I would check for is a plugin/theme conflict, by disabling all plugins except Jetpack, switching to a default theme, and testing again.
If you still see the error, could you add the video again so we can see it, or create a test page containing a video that we can take a look at?
I just explained that it’s Jet Pack causing it as I tested it already and I already provided a test page for you to look at and included it in my initial inquiry.

You mentioned that you didn’t see the issue on a site with Jetpack disabled, but that doesn’t necessarily mean Jetpack is causing the issue. It could be a conflict with your theme or another plugin. Did you try disabing all plugins except Jetpack? Have you tried switching to a default theme such as Twenty Twenty?
How are you adding the background video? Is that a feature of your theme?
I use the PRO theme from Themeco. I’ve always used it. It lets you simply place a background video in their page builder. The background hasn’t had any issues loading until the most recent jetpack update. We’ve added no new plugins in several months. The subdomains that I have that do not use JetPack use the same themes and the same plugins, with the EXCEPTION of JetPack.

As Dan said, this could very well be another plugin or theme function conflicting with Jetpack – especially if you’re also not seeing the issue on the sites that aren’t using Jetpack but are using the same theme and plugins.
Would you be able to try disabling all other plugins except for Jetpack to see if the issue continues? If everything about your video looks normal while doing so, then you can switch on each other plugin one by one until you see the problem happen again.
We’ll only be able to help troubleshoot from there after you’ve performed these tests on your side, which should hopefully find out what plugin or function isn’t playing well with Jetpack. Once we know that, we can help from there. Thanks!
